This is a solilioquy said by Lady Macbeth in the play Macbeth written by Shakespeare.

In this scene Macbeth is meant to kill Duncan but has decided not to because he is a coward. When Lady Macbeth says  “How tender ’tis to love the babe that milks me. I would, while it was smiling in my face, Have plucked my nipple from his boneless gums And dashed the brains out, had I so sworn as you Have done to this.” she means that if she was in his shoes and had sworn to do something she would honor that promise and she believes that he should honor the promise he made her.
